Globally, approximately 736 million women experience physical or sexual violence in their lifetime. For women and girls with disabilities, the risk is significantly higher, with an estimated 40% to 68% of girls with disabilities facing sexual violence before turning eighteen. Factors like isolation, dependency, and oppression make women with disabilities, including those who are deaf or have intellectual disabilities, particularly vulnerable. Women and girls with disabilities face additional risks due to minoritization, socioeconomic inequality, age discrimination, geographical isolation, and illiteracy.
This report focuses on Kyrgyzstan, where legal and cultural barriers impede the prevention of sexual violence against women and girls with disabilities. It highlights gaps in legislation and practice, as well as ongoing discrimination. While some progress has been made, the report calls for urgent action to align with international human rights standards and improve access to support and justice for survivors.
